Radiation is considered an occasional hazard, not rare. See the Resistant advantage.

(Part of this is taken from Gurps_Fallout_compilation.pdf and http://fallout.wikia.com )
GURPS Fallout, like the Fallout computer game series, takes place in an alternate universe. This means that, sometime after World War II, real history and Fallout history diverged, although where this happened is not exactly clear. The alternate reality, henceforth referred to as the Fallout Universe,is awfully close to the real world, but with some major differences.
Player characters are set on TL 7 like most of the tools, weapons, armor etc. There are some high-tech gizmos available occasionally though TL 8 an onward are quite different from what's normally expected on regular Gurps worlds. This applies especially to medicines, chems and other consumables.
Also, being post apocalyptic scenario: Item availability depends a lot according the location and contacts. Poorest villages and Raider groups have at most some basic fire arms (badly maintained 100-200 years old TL 6 items), while some influential groups have nice shiny armors and well kept weapons (7+1 to 7+3) available strictly for their own members (=NPC).
Since most of the high tech gizmos are Pre-war made and extremely expensive, best bet for player characters finding these would be looting some Vault or other historical site before others do. Otoh, the vault's have strong doors and deferences so it's not going to be easy. Military outposts are best left alone since those are guarded by deadly automated defense systems.
For more details of equipment and pricing, see Fallout compilation pages 36-52.

World
Fallout world is a bit strange, somewhat dark but also slightly goofy at times. There are serious mutations, odd technology and plenty of radiation. Also the desert wilderness can sometimes reveal totally amazing things. Part of Fallout lore are the strange and sometimes downright bizarre random encounters...
History
Upto 1950.es the world history is more or less as it was. For some reason the world never grew old to 'Duck and Cover' and 50's SciFi -future. Instead they somehow managed to build things like nuclear powered cars, household helper robots and other neat futuristic things.
Unfortunately, world resources did run out eventually and thus around 2050 The Resource Wars begin.
- 2051 Seeking to protect business interests and their oil supply, the United States military enters Mexico to keep the oil refineries running and making sure oil and fuel continue to make their way north across the border...
- 2052 End of UN.
- 2054 Limited nuclear exchange in the Middle East raises fears throughout the world. United States officially sets Project Safehouse in motion. The project is designed to create shelters, called Vaults, for the populace in the event of a nuclear war or deadly plague.
- 2059 As a last Oli rich area, Alaska becomes a hot spot
- 2060 The Euro-Middle Eastern War ends as the oil fields in the Middle East run dry...
- 2066 China invades Alaska. The Anchorage battle begins
- 2072 USA officially annexes Canada
- 2073 The Pan-Immunity Virion Project (PVP, later = FEV) is officially formed
- 2076 The United States annexation of Canada is complete. Canadian protesters and rioters are shot on sight...
- 2077 Alaska is reclaimed, food riots increase, and many civilians are killed.
- 2077 October 23: Great War: Nukes are launched; who struck first is unknown... Air raid sirens sound, but very few people go into vaults, thinking it is a false alarm. The Vaults are sealed.
