This is somewhat similar to Partial Amnesia, except it doesn't give secret disadvantages.

Your long-term memory is bad because of your old age, or damage to the brain due sickness or injuries, or for other reasons. Your short-term memory is generally fine, but anything that happened a few weeks before might be harder to remember.

You have trouble remembering the past; the longer time has passed, the harder it gets.

To remember something important, make an IQ check, with a -1 penalty per ten years of time passed since the thing you are supposed to remember. Insignificant matters are even harder to remember; penalty is -1 per year that has passed, or even more, at GM's discretion.

You might only buy off Rotten Memory if there is some reason why you might recover your memory.
