Probably 600 points, I-scale, max. -95 points disadvantages, including campaign requirements, alternate Earth where superpowers have always existed, although they are rare. Base TL8.

Most superpowers, including advantages originating from the character's super abilities, have the Super power modifier (-10%). (Disadvantages never have this modifier.)

Powers may also be Psionic (with the Psionic power modifier, -10%). Characters may have both psionic and super powers. This is included in the Unusual Background cost.

Super and Psionic power modifiers are considered equal and interchangeable, countermeasures for either work against both.

Additional negative power modifiers are allowed, down to -80% as per the rules for Stacking Power Modifiers.

Cosmic powers are not allowed for beginning characters.

Shapeshifting and Modular Abilities are tricky, but as long as you aren't attempting to cheat, go ahead.

It's very easy to cheat with powers. So don't do that. Where's the fun in cheating?

Automatic Traits

Characters with exotic powers (whether PC or NPC) have a 50-point Unusual Background. Players may ignore this, except when calculating the character's final point total for comparison.

(TODO it's not yet decided whether "super-normal" PCs are allowed.)

NPC supers with D-scale abilities have a 100-point Unusual Background. Cost is 200 points for C-scale and 300 points for M-scale. PC supers are limited to I-scale until further notice.

Tips

Use Multi-category search to list Exotic Advantages and Supernatural Advantages, etc.
