Characters with exotic powers (whether PC or NPC) have a 50-point Unusual Background. (TODO it's not yet decided whether "super-normal" PCs are allowed.)
- NPC supers with D-scale abilities have a 100-point Unusual Background. Cost is 200 points for C-scale and 300 points for M-scale. PC supers are limited to I-scale until further notice.
