Probably 600 points, I-scale, max. -95 points disadvantages, including campaign requirements, alternate Earth where superpowers have always existed, although they are rare. Base TL8.
Characters with exotic powers (whether PC or NPC) have a 50-point Unusual Background. PCs will automatically have it. Players can ignore this, except when calculating the character's point total for comparison.

- NPC supers with D-scale abilities have a 100-point Unusual Background. Cost is 200 points for C-scale and 300 points for M-scale. PC supers are limited to I-scale until further notice.
